They took advantage of all of the negativity against him and if he died from a cheater no one would think otherwise and would think that it's normal because of the shitstorms.

There's nothing to say Valve doesn't keep logs of all your workshop downloads, uploads, etc. They're masters of metadata, it would be foolish to assume they don't keep logs of everything and anything.
I don't think too many people have sympathy for KQLY. I would assume a lot of people feel bad for Titan, and the tarnish to their reputation because of the actions of this loser.
Unless people in the organization knew and did nothing, but I haven't been keeping up on it enough. So any excused used, i just ignored the shit out of it and assume the kid was hacking.

He even smurfs on a silver account sometimes whilst streaming apparently. Or tick in general really.. Official matchmaking servers run in 64tick, which equals 64 calculations per second.

I came for the reason he is lying about his VAC. About the VAC logs, nobody besides Valve can answer. A bit like blood sample from cycling competitor stored for years to allow for future detection and to be honest, I would be quite disappointed if they didn't so something like that.
And this is a "worst case scenario", assuming that everyone plays every day. As far as we know, most private cheats just disable themselves when there is a client update.
So here, you are assuming that without changing anything on the client side, they were able to gather enough information purely on the server side to detect this new cheat.
Of course this is a possibility, but here again, it's an "if". AFAIK, Valve was not in touch with ESEA about the cheat before the ban of smn.
And taking into account that Valve would require some time before updating their code to detect this cheat, it would be really stupid from Kqly or sF to continue playing with this cheat enabled if they knew that smn get caught ok, we are talking about "professional" players who installed a cheat, so maybe they are indeed not bright Edit: He is playing for PENTA.
